Does Japan accept foreign engineers?

Japan absolutely accepts foreign engineers.

The country faces a significant shortage of IT professionals and technical talent, making immigration policies increasingly favorable for engineers. Japanese companies actively recruit foreign talent, and the government has streamlined processes to make it easier for both employers and engineers.

What is the special engineer visa in Japan?

The main work visa used by engineers in Japan is the Engineer/Specialist in Humanities/International Services visa (技術・人文知識・国際業務).

More than 418,000 foreign nationals currently hold this status, making it the most common work visa for skilled professionals in Japan.

It covers roles requiring specialized knowledge, including:

  • software development
  • systems engineering
  • database management
  • IT infrastructure

Once granted, this visa offers strong career flexibility, as it is not tied to a specific employer.

Another major advantage is that the engineer visa is renewable indefinitely in Japan as long as you remain employed and meet renewal requirements, allowing you to stay long term.

Who is eligible for an engineer visa ?

To qualify for an Engineer visa, Japanese immigration authorities evaluate four main factors:

Educational background or work experience

Japan’s engineer visa requirements fall into four essential categories:

  • Hold a university degree related to your field
  • Have at least 10 years of relevant work experience (including full-time and part-time employment, freelance work, and relevant educational periods)

If your degree is not directly related, immigration will assess how well your background matches the proposed job duties.

If you lack both a relevant degree and 10 years of experience, you can still qualify by passing an approved IT certification exam such as the PhilNITS Fundamental Information Technology Engineer Examination. 

Of course, while not mandatory, achieving a certain JLPT level can improve your IT job opportunities in Japan and is viewed positively by immigration authorities.

Employer stability

Immigration pays close attention to your sponsoring company. Large, publicly listed companies are strongly preferred because they demonstrate stability and financial capability. 

Newly established startups can still sponsor engineers, but they need additional documentation such as business plans, proof of capital, and evidence of ongoing contracts or revenue. Newly established firms will be asked to provide a one-year business plan to prove viability.

Salary level

You must earn a salary equivalent to Japanese employees in the same role. While immigration doesn’t set an exact statutory minimum, the practical threshold is generally around 200,000–250,000 JPY per month (approximately 3 million JPY annually). Significantly lower salaries raise red flags and often lead to visa refusals.

Clear Job duties

Your role must require specialized knowledge and cannot appear to be “simple labor.” Tasks such as data entry, basic IT support, or routine administrative work won’t qualify. Immigration wants to see that your position genuinely requires the technical expertise and professional knowledge you bring.

How long does it take to get an engineer visa?

The standard Engineer/Specialist in humanities visa application process takes 1~3 months. 

However, Japan offers expedited systems in certain regions, the timeline is reduced to approximately one month. This accelerated program was designed to attract engineering talent to regions facing labor shortages in IT and semiconductor industries.

How to get an engineer visa in Japan

The process to get an engineer visa for Japan, generally follows these steps:

  1. Certificate of Eligibility (COE) application : Your employer applies for a COE at the local immigration office, submitting required documents (resume, qualifications, employment contract, company information, financial statements,…)
  • Visa application : Once the COE is approved, you submit it to a Japanese embassy or consulate with your passport, visa application form, and a photo.
  • Visa issuance and arrival in Japan : After processing (usually 2–4 weeks), you receive your visa and can enter Japan. Upon arrival, you are issued a residence card showing your visa status and period of stay. 

Can I get an engineer visa without a job offer in Japan?

No. An engineer visa requires employer sponsorship, meaning you must have a confirmed job offer before applying. Under the Japanese engineer visa work conditions, you cannot apply speculatively or look for a job after arriving in Japan.

If you don’t have a confirmed job offer, you still have a few alternative options:

  • Working Holiday visa (if eligible): allows you to enter Japan without a job and later switch to an Engineer visa once hired.
  • Digital Nomad visa: lets you live in Japan temporarily while working for a foreign employer.
  • International companies: applying to firms with Japanese offices may allow you to negotiate relocation with visa sponsorship.

Engineer visa extension in Japan: key rules and conditions

The Engineer visa in Japan can be renewed indefinitely. You may apply for an extension up to 3 months before expiration.

During renewal, immigration reviews:

  • employment status
    income stability
  • tax compliance

You will need documents such as employment certificates, salary records, and tax statements. Renewals are generally simpler than the initial application, especially with stable employment.

If you change employers, you must notify immigration within 14 days. Your new position must remain within the Engineer visa scope. Otherwise, a status change may be required. Frequent job changes can raise concerns and may trigger additional scrutiny.
